2024.12 Glory Technology Service Completes National Fire Agency’s Emergency Communication System Ahead of Schedule, Strengthening National Resilience
To support the 5G development policy and enhance disaster communication capabilities, Glory Technology Service has once again demonstrated its outstanding technical expertise and project management capabilities. In 2022, Glory Technology Service successfully undertook the "Microwave Communication System Construction Project" for the National Fire Agency, Ministry of the Interior, and completed the project ahead of schedule. Utilizing an 850-day build-then-transfer approach, the project ensured stable operations during the system upgrade, reinforcing the reliability and resilience of the national emergency disaster communication network.

Policy Background: Supporting 5G Development and Frequency Migration
In line with the government’s 5G Development Plan, the Executive Yuan announced Taiwan's 5G Spectrum Policy on December 5, 2019, releasing 300 MHz within the 4.4-5 GHz frequency band for 5G commercial and private network use.
To ensure coexistence between 5G systems and the police and fire microwave communication networks, the National Fire Agency’s existing microwave system required frequency migration.
The emergency disaster communication system integrates multiple transmission paths, including satellite, microwave, and radio networks, ensuring uninterrupted communication during natural disasters such as earthquakes, typhoons, or floods, when public wired communication systems fail. The core mission of this project was to complete the microwave system migration and integration, enhancing system performance and reliability for the National Fire Agency.
Scope and Highlights of the Project
The Microwave Communication System Construction Project undertaken by Glory Technology Service included the following key components:
- Microwave System Engineering
- Network Management Center System Engineering
- Electromechanical and Environmental Control System Engineering
- Collaborative Communication System Engineering
- Station and Server Room Upgrades: Including communication towers and lightning protection systems
- New Station and Communication Tower Construction
- Fire Safety Engineering
- System Integration and Frequency Migration
- Equipment Dismantling
Completed 2 Months Ahead of Schedule – A Testament to Efficiency
Originally scheduled for completion in 850 days, the Glory Technology Service team successfully delivered the project 2 months ahead of schedule through meticulous planning and efficient execution. This achievement not only ensured the timely upgrade of the National Fire Agency’s disaster communication network but also minimized disruptions during the frequency migration process, maintaining the stability of existing systems.
Results and Future Outlook
The successful completion of this project has significantly enhanced the stability and resilience of the emergency disaster communication system, while effectively supporting the government’s 5G development plan and upgrading the nation’s communication infrastructure.
- Uninterrupted Communication: The multi-path transmission design ensures seamless communication during critical disaster response operations.
- Efficient System Upgrades: The successful migration and integration of new and existing systems align with national 5G spectrum policies.
- Enhanced Communication Resilience: Through the construction of new stations and system improvements, the communication network is now more flexible and reliable, ensuring sustained operations.
